AND EXPLOITATION OF ICTs IN GOVERNMENT MINISTRIES Expenditure on ICT as Percentage of Total Organizational Expenditure Majority of government ministries and public sector organizations have less than 10% of their total budget on ICT (including acquisition of hardware, software, training, maintenance of ICT systems, etc.). Close to 60% indicated that their ICT expenditure as a percentage of their total expenditure is below 10%. Close to 34% of the organizations reported devoting about a quarter of their total expenditure on ICTs. On the whole, most of the organizations in all the sectors spend less than half of their annual budget on ICT.The table and figure below indicates these.
Looking closely on the sectorial breakdown of the organizations: about 71% of the government ministries spend less than 10% of their annual budget in ICTs; the corresponding figure for the public sector organizations is 48%. The ICT budget of about 21% of the government ministries accounts for about a quarter of their total expenditure; a corresponding figure for the public sector organizations is 48%.
