Dialogue with the Ghana Prison Service

The National ICT Policy and Plan Development Committee dialogued with the Directors of the Ghana Prison Service on the 6th of February 2003 as part of the National Consultative exercise aimed at developing an ICT-driven socio-economic development policy and plan.

Some Highlights of the Issues Raised

  • The Government was applauded for the initiative of setting an ICT Policy and Plan Development Committee. The policy could facilitate the process of creating a database for the monitoring of convicted persons in and out of Prison, keep track of past records etc.
  • There is the need to link up all the Security Agencies for easy access to information on Criminals etc.
  • The Government should make it a priority to develop the intranet facilities of the Security Agencies and link them up to the Criminal Justice System.
  • It is important for the Government to address the problem of lack of adequate facilities. There is the need to furnish the Security agencies with the necessary facilities and infrastructure, for example telecommunications, Computers etc to aid the growth of the nation and protect investment.
  • The Government was encouraged to speed up in the production of the National Identification Cards to help the Security Agencies keep track of all persons; ICT could therefore be used in the facilitation of this process.
  • There is the need for the re-training of security officials to make them competitive in this technological age for them to be able to adopt ICT as a necessary tool for the growth of their respective agencies.
  • Research and Development should also be another area of importance to the country; the scope of Research must be broadened.
  • It is important for the Prison Training Schools to update their curriculum and include the study of ICTs as a pre-requisite for joining the service to reduce the high cost of re-training.
