Public Lecture with the Staff and Students of the Methodist University College
As part of the pre-framework Consultation exercise, the National ICT Policy and Plan Development Committee had a public forum at the Methodist University College on Thursday, 16th January 2003.
Prof. Clement Dzidonu, Chairman of the National ICT Policy and Plan Development Committee, made a presentation.

Highlights of Some Issues Raised
- Considering the low level of manpower, the Government should consider ways of deploying resources for the training of the requisite manpower to facilitate the countries development. Human Resource development is the key.
- What are Government’s plans in integrating and harnessing the skills of the non-educated into the National ICT for accelerated development process? Their ideas and expertise would need to be tapped for the benefit of the nation.
- The Private Sector participation in the implementation of some aspects of the ICT Policies and Plan should be encouraged.
- The Policy should be entrenched by Parliament for it to be binding on every Government irrespective of the Political Party in power.
- Attitudinal changes are necessary for the development of the nation.
- Students should be encouraged to be more creative and innovative with the use of the computer.
- ICT should not place limits on the uneducated, the Policy should take into consideration values and the local languages.
- Specific ICT Policies must be developed for all key sectors of the economy.
- The Financial implications of the Policies and Plan which is going to be put in place to implement it should be taken into account. The mobilization of external resources to supplement local resources will be essential.
- The question of the quality of the required Human Recourse also needs to be taken into account. There is the need to instill self-discipline and the determination to succeed in our youth if we are to make any headway in our development process.
- The use of local languages as an interface between ICT knowledge products and the user should be taken on board. The development of local content using local languages as a medium should be addressed as part of the Policy and Plans.
