Dialogue with the National Communication Authority (NCA)
The National ICT Policy and Plan Development Committee met with the management of the National Communications Authority on the 15th October 2002 as part of the National Consultative exercise aimed at developing an ICT-driven socio-economic development policy and plan.

Some Highlights of the Issues Raised
- The manpower base of the country should be developed and the youth should be encouraged to take the development of ICT skills serious to improve the manpower capacity of the country.
- Communication infrastructure should be facilitated to ensure that the necessary environment is created to promote business and investment.
- The policy should add issues relating to Convergence in the ICT sector and Industry.
- Education of the Public on the use of the radio spectrum as a means of communication should be properly addressed. Some regulations to check the excesses in the society must be addressed.
- The relationship between the demand side and supply side of the ICT industry should be recognized within the context of developing a necessary policy and plan.
