    The National ICT4AD Consultative Pocess

Public Lecture with the Staff and Students of the University College of Education, Winneba. (UCEW)

The National ICT Policy and Plan Development Committee had a presentation with the Staff and Students of the University College of Education, Winneba on the 25th October 2002 as part of the National Consultative exercise aimed at developing an ICT-driven socio-economic development policy and plan.

A presentation was made by Prof. Clement Dzidonu, Chairman of the Committee.

Some Highlights of the Issues Raised

  • The schools curriculum would need to be adapted to meet the changing demands of the emergiklopng information age.
  • The potential of e-Learning should be explored as a way to extend high quality educational opportunities to students countrywide.
  • The cost of Computers and the duties and levies paid on their importation should be critically examined by the Committee and addressed by the Government to make it affordable for the mass of people to get access to it.
  • Local development of educational software need to be encouraged within the nations universities, students could be encouraged to develop some of the software.
  • The use of Local languages should be promoted to encourage a wide spread of the use of ICTs within the society.
  • Research and development (R&D) should be promoted in the nations universities; the use of ICTs to aid Research and development (R&D) in various subject areas should be given a priority.
  • The problem of interconnection between Public Telecommunication Operators and the Mobile Telecommunications Operators would need to be addressed within the Policy formulation process.
  • There is the need to extend Electricity to the rural areas to support ICTs in education programmes in rural schools.
  • To ensure that the manpower base for the country in terms of the provision of teachers are adequate, the training of ICT must be incorporated into the syllabus of the Teacher Training Colleges to enable them transfer the knowledge to the pupils in the basic levels countrywide.
  • The deployment of at least one computer in every school nationwide would be of benefit to pupils and students in every school to aid them in their computer studies.
  • Accessibility to the Internet is important to the growth of the economy, however the need to provide local content on the various websites must be addressed.
  • To support the growth of ICT in the country, more educational institutions must be targeted to drive the ICT in education process.
